Executive Summary
America’s regional airports face a critical infrastructure modernization challenge as equipment installed during the 1990s and early 2000s reaches end-of-life while passenger expectations and operational requirements have evolved dramatically. Analysis of 327 Tier 2 and Tier 3 airports reveals an estimated $4.8 billion financing gap for essential equipment including baggage handling systems, passenger boarding bridges, runway maintenance equipment, terminal support systems, and ground service equipment. While these airports serve essential connectivity functions for their regions and demonstrate strong operational necessity, traditional municipal financing channels prove inadequate for equipment-intensive modernization needs. However, the essential services nature of airport operations, stable revenue streams from aeronautical fees and non-aeronautical concessions, and federal funding support create creditworthy financing opportunities for equipment financing companies willing to understand the unique characteristics of airport finance. This analysis examines the equipment needs of regional airports, quantifies the financing opportunity, and proposes structures appropriate for the sector.
